At the same moment as the Presidents Trump and Putin talked ceasefire on the phone today, the Ukrainian attacked on the ground the Russian mainland territory of Belgorod – but was repelled, so says Russia – in what Moscow considers as an attempt to undermine ceasefire talks with the United States. Putin made the remarks the day before: there will be elements that have simply in mind to disturb a ceasefire agreement and it may be even very difficult to trace the origins back to the commander – or to a government. The partial ceasefire is therefore a good test – it can be easier verified if certain limited targets remain unharmed. If attacks on infrastructure and energy are made, it will be possible for both side to identify if these are rogue attacks or government ordered attacks.
