The instructions issued by Marco Rubio, the new US Secretary of State, approved by the Senate, is very clear: all foreign aid to be stopped for 90 days, except for Israel and Egypt. This will stop all US aid to Ukraine.
Each foreign aid program is subject to a review. Republicans in Congress have bitterly criticized the Democrat’s extensive and ideological foreign aid programs which will be now under scrutiny.
Ukrainian press reports that all further aid to Ukraine is suspended. The Ukrainian and international press are unsure if the current military programs are affected as well. Indeed, the Pentagon expressed yesterday that military aid based on Biden laws and contracts will continue, while new military aid is frozen. This Pentagon statement seems to contradict the later instructions given by Marco Rubio, while the Pentagon had not yet a confirmed leader: Pete Hegseth was only confirmed as new Defense Secretary yesterday late afternoon and was not yet involved in Pentagon decisions. Therefore, it remains still unclear if all military and civil aid to Ukraine is suspended.
According to comments from Washington, it is very likely that all programs for Ukraine will be thoroughly reviewed, military and civil, in particular in view of the growing discussion about misappropriation and theft of funds and equipment in Ukraine.
