In a latest statement, NATO General Secretary Rutte said that there would be no way around other than to accept the factual control of Ukrainian territories by Russia, in order to find a ceasefire or peace agreement.
But Rutte explained that there are differences in the factual or the de-jure recognition of control. Rutte, with this specific interpretation contradicts Russian demand on full sovereignty and keeps the door open for a future conflict. It seems that Rutte does not want a final settlement and peace agreement with clear limitations according to international law but prefers ambiguity and risk of war (probably as his job is based on such risks of war).
