Spiegel: UN Draft Resolution of US will not Call Russia Agressor nor Demand Withdrawal from Ukraine

Contrary to a text suggested by the EU and Ukraine, the US now is suggesting a new version for a UN Resolution to be voted by the General Assembly in which Russia is not called Agressor. Russia will also not be demanded to withdraw from Ukrainian territory, so the US text.
This is a turn-around from the Biden Administration’s efforts in the UN. Ukraine is now considered less a victim but more of a responsible nation for its own fate. Ukraine is rather a victim of its own leaders who did not want to make peace after they have built up massively their army with Biden’s and European help in the war with the separatists since 2014. The US resolution falls just short of blaiming Biden’s aggressive NATO eastward expansion, ie. Project Ukraine as the real reason of the conflict which may be considered as a justification for Russia’s self-defense actions. But the US would probably stop with blaming Ukraine and Selensky for not making peace.
Those European countries having supported Biden’s strategy and the Project Ukraine, of course, are shocked by the US’ turn-around. The EU and UK may fear to be blamed in the UN General Assembly for the war promoting actions and the suffering and destruction in Ukraine, the proxy of Biden, now becoming the proxy of the EU/UK.
